Actually take part in the CdC as full members.

Hmm...I don't think it is a bad idea. I'm trying to think of a con of the idea.

The CDC is too large already. Do we really want to expand it to be now epicly large? Do you really think that you are going to get every patrician, opifex, and senatorii to take the time to extensively review each canidate?

Further, you are going to have one hell of a time convincing me that every patrician, opifex, and senatorii should be told about many user's user notes and infractions.

Also, that would remove the concept that I love about the CDC, that you are expected to vote in every vote if you are a member. And everyone knows your vote. It creates accountability.

There is no way we should lose all that.

Patricians - Fab summed things up nicely about size. Also note that this changes what the rank of patrician means, and as such will change how people are voted on for patrician (I would think). You are no longer simply allowing people to vote in the Curia, but also allowing them to take part in the disciplinary process as well (more responsibility = tougher vote, imo).

Also, note that when disciplinary actions against fellow Patricians are brought forth for review, things could get messy and voting may become very subjective. I would also hate to lose member terms - I think having to be voted in and only holding the rank for a finite time makes it mean more to those that hold it, and helps eliminate voter apathy.

Opifex - Many are modders and want to do that - mod. General Sun and Lord Rahl are exceptions to this rule perhaps (as would Horsearcher be, I imagine), but I'm not sure what interest a majority of members holding this rank would have in the CdeC.

Senatorii - Sadly I think we're just creating a lot of absentee council members here. Theres a lot of active senatorii its true, but theres a great many more that are inactive. Also, if moderators (sub hex) are not allowed to view the CdeC due to rank alone, I am not sure why retired moderators should be allowed to.

I agree with Fab and Publius; too many absentee councillors and too many councillors to be able to frankly and freely open up the usernotes/infractions of a user. If we can overcome those...
