It’s not a sub-mod. It’s been a part of the main game since version 3.2 and keep in mind that a city can only build a border colony for an adjacent region if the city is on or near the border of that region. So, for example, you can’t build a Jiangdong colony in Chengdu or a Hebei colony in Xiangyang.

The v3.2.011 Hotfix is now live and available for download. New buildings, "Border Colonies", have been implemented, which allow for retraining of regional troops outside of their region and can be built in city-type settlements at or near regional borders.
