It was already added in Experimental Battle pack to Spanish units. Also that table is working in Exp Pack, just had to resave it to new template.

It's not all I want to do too, I want to add Snake Pot as an ammo type to carthaginian naval artillery, and nerfed fire pots to greeks. Doable?
Yes, you just need to add them to missile entries.

so i'm almost there, but i realize i have to create separate entities for ship ballistas for each culture if I want snake ammo to be exclusive to carthage, and fire pot exclusive to greece etc. Also I can't figure out what stats dictate whether a projectile does damage to a ship and not. Ideally I want fire pots to deal some fire damage, but no ship damage, and some crew damage. I want snake pots to do no ship damage but debuff and do damage to crew. I don't know how to set that up. At the moment my snake pots are doing very little to the crew but are eventually sinking the test ship
You would need to create new missile entries or copy and reapply them from base game in order for faction X ships having it but faction Y not, plus make sure that actual unit entry for ship is different.
As for damage, you can for example give snake pot 0 base damage, 0 AP damage and instead add damage to bonus vs infantry, bonus vs cavalry and bonus vs elephants - all in projectiles table. That way it should not be able to damage buildings or ships but damage units.
For fire pots, similar thing but you would need to at add very_high or whatever you want to Incendiary column in projetciles.
