Homeless cats are here a big problem too. You can get a part of the costs from local cat help initiatives, if you let castrate them, as many pregnant cats or kitten were left in the wilderness in the past.

In my county you are also obliged to castrate them, if you let them out. If not, you can get a fine.

(Mine are solely house cats, but castration let live them longer and no risk of ovarian cancer).

In theory it's the same here, they need to have a microchip and be castrated if they are supposed to go on the road; dogs shouldn't be let go alone, but always with the owner and with leash.. but while this is expected and somewhat enforced in cities, it's happening quite less in countryside.. and anyways people are bad, there are a lot of unregistered animals that are kept for whatever reason (mostly to ward on isolated properties or barns) and who of course end up getting pregnant, so that their puppies are killed or abandoned. It's a big thing here, even in my small municipality we have to spend a lot of money and heavily rely on volunteers to manage this problem, but again it's also our fault, because everybody know but no one does anything to have the violators being punished.

Cats have scent glands on their faces and them rubbing their face up against things puts their scent on it. They can do it either affectionately or to mark their territory.

Was it raised alongside other cats or does it have playmates? Cats that weren't properly socialized tend to use their claws more aggressively during play time than those that were exposed to peers. My cat bites and paws when she plays but she never done it hard enough to break the skin. If she uses her claws at all during play it's just to get extra leverage on her grip, she doesn't do it to hurt. She even does the thing where her back legs go wild kicking you and she doesn't stick her claws out during it. It tickles like crazy. You know she's happy when she's got a big mouthful of your finger and is kicking and grabbing like crazy.
