In my county you are also obliged to castrate them, if you let them out. If not, you can get a fine.
In theory it's the same here, they need to have a microchip and be castrated if they are supposed to go on the road; dogs shouldn't be let go alone, but always with the owner and with leash.. but while this is expected and somewhat enforced in cities, it's happening quite less in countryside.. and anyways people are bad, there are a lot of unregistered animals that are kept for whatever reason (mostly to ward on isolated properties or barns) and who of course end up getting pregnant, so that their puppies are killed or abandoned. It's a big thing here, even in my small municipality we have to spend a lot of money and heavily rely on volunteers to manage this problem, but again it's also our fault, because everybody know but no one does anything to have the violators being punished.
