Because even in VH/VH it is really easy.
Basically because that's the setting the game was balanced for.
That's what it was *balanced* for, but nothing says you can't play on whatever difficulty you want If you find VH/VH too hard to start with (and TATW is difficult compared to vanilla med2), just start off on H/H or whatever combination works for you, and play on whatever you find most fun.
As long as you dont play easy/easy, you are ok. I play normal/normal because i am sick of conquering 3/4 of ME and then stopping because the settlement, whose entire population of orcs/elves/humans/dwarves i just put to the sword to remind them not to eff with my gondorians/elves/dwarves, will still effing riot with half a stack of forces garrisoning it. Also, i hate VH battles since seeing a fricking snaga get a kill on an eldar swordsman is enough for me to say that.
