I play as England and I have researched the Shrapnel Shot and I get no shrapnel shot ability for my 6 and 12 pounders!

I don't think the 6 and 12 pounders ever get the sharpnel shot ability as it is reserved for the 24 pounder I think.

I think so. Of course I could be wrong since it has been a while I played ETW at least the grand campaign and I think that's what your question is about.
Scratch that... I just checked and I was incorrect. Even the 6 pounder horse artillery (the 3 pounder horse artillery also get that? ) get the shrapnel shot ability.
Also, keep in mind that a building (engineer school for artillery) probably needs to be built before your artillery gets the shrapnel shot ability.

But I have built the "Engineer School"... It enables the technology and I have already researched it!
All I get for my artillery is Ground shot and Canister shot.
I can't open the files to check about the problem with "Pack File Manager 5.0.2". By the way, what's with this program anyway? in the past I was able to open and modify my pack files, now I can't..
I think you're using too new PFM version hence for not being able to edit the pack files.
Try the PFM 1.5.9 and see if that works.
