Default AI Campaign_Map_Game_Speed Stuck on Maximum

I suspect this may only happen with Steam versions, but the campaign AI in my game is always set on maximum. I can't see what other factions are doing, I can only see where they are and what they have done at the beginning of my next turn. No, it's not the space bar, which still speeds up the player campaign movement but has no effect on the AI. I have tried editing the Campaign_Map_Game_Speed in the preferences text file, but even though I have it set on 10, the AI still moves at lightspeed. Does anyone know what is going on here, and, ideally, how to slow the AI down so I can see what they are doing?
Edit: Yes, Follow AI is turned on.

Do you mean the Roman campaign or do you mean the BI campaign? Which campaign is it?

I don't see that in my game and I've both the retail (Gold Edition and RTW Anthology) and Steam version.

Is there any way to edit the AI campaign movement speed? I found a supposed console password => ai_turn_speed <value>

but it doesn't seem to work. Anyone have any ideas? I'd love to slow the ai down so I can see what it's doing, and other people have this problem too apparently.

I have no great experience with RTW but there are these two entries in the preferences file that might influence the issue:
    CAMPAIGN_MAP_SPEED_UP:FALSE
    CAMPAIGN_MAP_GAME_SPEED:15
My guess is that the first is equivalent to the space bar input, but the second may govern the general speed.

So I've tried fresh install numerous times, edited the registry to make sure it was not some old mod interfering with something.

I feel like it's something on this pc, and that it's something modified in the registry. Also, if I could get the console password => ai_turn_speed <value> to work, then it should resolve the issue. Not having any luck though.

I have come across in M2TW that setting the executable to admin rights and using win7 compatibility has solved some the weirder issues. Maybe give that a shot. Changing the default system text display size also does a number on the game occasionally. (settings\display\scale and layout)
