After having created the Mercenary War event lines, I had now the idea of creating a Carthaginian Civil War, but I would like for help regarding the details of how it could happen.
The background of the War would be something like:
After Carthage was victorious over Rome, the Numidians and the Celtiberian peoples, the Iberian Carthage would continue to get stronger, becoming something like a second capital of Carthage and the frictions between the Oligarchs mainly in Africa and the Democrats in Iberia would increase, generating a conflict of interests regarding what type of citizen policy to follow, the control of lands, slaves and political power, demanding that the player decides what political group we should support.
Depending on what group takes power, the other would rise against them. However, taking the opportunity that Carthage is busy in an internal war, other conquered peoples would rise, some by themselves, others supported by the promises of independence of the other political group. So the player would now face rebel armies all over Iberia, Africa, Italy, Sicily, etc. The Punic citizens in the colonies and other settlements outside Carthage would also rise in demand of more political rights.
With this, the player would be able to build a new policy in its settlements with effects that would vary according to what groups he supports. Citizenship rights to Punics and +10 Happiness, -5% Law and more monetary costs if he goes for the Barcids (maybe some core troops in those regions). Increased Carthaginian surveilance and influence in the lands, +10% Law, -5% Happiness and increased monetary gains if the player goes for the Oligarchs.
Therefore, the war could happen after turn 300 and with Rome, Numidia and Celtiberia either destroyed or with 1 settlement only (meaning that their territory has been conquered). Carthage should also be on peace state.
