Skythian Raiders and Getai

Hi guys- quick question: do the Skythian raiders rebel armies ever stop spawning in that coastal province next to the Getai homeland (forgot that name). As Getia I captured it, and now every year I am getting some raider armies, some of which are pretty hard to deal with. What is the method to end these aside from whack a mole each time one appears? Is there a settlement to capture? A fort to build? A ford to secure?

You have to take Varustana and Olbia to stop the raids. Or once you've dealt with more than five summer raids, a larger invasion should spawn which is the end of the sequence of events.
