How do I get this to work? I downloaded everything and the LME4 mod itself works fine, but I check the play with Larger armies box and then when I get in game the thing still has the 20 unit stacks

LME doesn't support 40 units stack out of the box. You have to set it up yourself.
Larger armies mod is not for 40 unit stack. All it does is reduce units cost so that you can buy more, and the AI can buy more too, so you'll have a lot more armies on the map.
Getting 40 units stack requires a bit of work. First you have to edit your save file. Then you have to install a UI mod so that you can actually see the 40 unit cards. And, optionally, you can install a larger deployment zone mod (because the default deployment zone size is pretty small for 40 units).

this thread says that the 40 unit submod works like some fantasy dream. but is it true? is the AI really capable of handling 40 units?
