Map modding

Hi,

Would anyone know to what extent the map could be modded to? Was it only possible to add new cities and towns in the empty spaces on the map or is it possible to upgrade a town to a city and create new provinces? This is the first time I've ever seen the map in Empire modded so I am actually blown away by this.

Far as I'm aware, this is the only mod featuring a change in the campaign mod for Empire. Unfortunately, even after all those years, there was no open disclosure of how this was done, and no tutorial provided.
