Dilemma, incident and mission event modding

Thought id post a base file with how far I've gotten on trying to get a custom dilemma to fire.

Everything looks like it should work, and ive tried many variations to it, but it just doesnt seem to want to pop no matter the conditions I use.

Sharing here if anyone wants to take a look. If you figure it out, please lmk

If you can figure out how to add Legendary characters to AI through Dilemma it would be amazing Havie
