Dian Wei -15% replenishment rate

Hello guys,

I'm going crazy here! In my Cao Cao play through I have Dian Wei as a general. In his effects on army it says -15% replenishment to army.
But I can't find the origin of this effect!! I don't see where it is coming from and what to do against it since it severely punishes the replenishment rate of my army...

Open his character screen and mouse-over his "title" under his name and that'll tell you what that character's effects are outside of skills that they'll always have. I'm guessing it's probably there.

it appears to have been a bug. I loaded it just now and the effect is gone
