How on earth limiting those that do well from accessing advanced courses is seen as a good thing?
It is clear that CDE aims for "Golden mediocrities" so that under-achievers won't be left behind, because everyone will be left behind. Instead of try to help the under-achievers, you cut the wings from the above-average.
That's ... devolution.
