cant build helcol_three in Baktria

Hi !

I'm wondering about a problem I have.
So I'm playing as Baktria. I got 3 colonists from Seleukia.
I'm trying to get 69% hellen culture for getting hellen metropolis.
For speeding up the conversion, I want to build helcol_three. I have everything the game telling me : large city, waystation and garnisons and gymnasium (lever 2 or 3) in my memory.

What's the problem ?

No, you can't build a helcol_three there. That's by design, only certain places allow them.

After the ThorakitaiReform, you can build a helcol_ref there.

Yes, you get 3 in total, so spend them wisely.

Well, I put my highest influence général in the city. And i built academic gymnasium (conversion 50% faster)
Any others advices for increasing speed conversion ?
