    Icon5 Settlements rioting in RTR VII with positive public order

    I was surprised to see settlements rioting in RTR VII with positive public order. Why is this happening? Is this intentional?
    The settlements in question are in the process of government transition to Civitas Sociourum, and at the end of the turn they are in the green in terms of public order, as they are after at the beginning of the new turn despite having rioted.
    Does anyone have any clarification on this? Grateful for any help.
