Can Pope call Crusade on settlements in America

I am playing the Papacy, I have a colony in Havana and there hasn't been a crusade yet, about 50 turns in and I've had a few Aztec cities scounted out (I'm at war with them) but their cities don't seem to come up on the crusade target list.

What I really want is a Crusade to the West to begin exploration, but I tried this way and I couldn't find it even though they are pagan and in bad relations with me.

I think there's a list in a file that a settlement has to be on in order to be a Crusade or Jihad target.

Yeah I changed that file, but it didn't actually change my game.
