That may actually be hardcoded in m2tw there is a file descr_settlement_mechanics but this does not exist in RTW.
What you can do if you want to upgrade faster or slower is modify population growth bonuses and or fertility of the regions. You can even be specific to a region if you really want to be.

You can also go into the descr_regions file and change the base farming level down to 0, or lower.
