    I cant build any farms in Rekem and there is also a settlement that need farms_four (or three or whatever) but its a pastoral settlement so cant build regular farms there.
    aslo cant convert camps with numidia can someone help with how i need to change this in the files?

    Your problem might be in the fact that higher level farms are incompatible with higher level of herds.

    The requirement for Rekem is nonfarms_three - ie the one on the path to conversion.

    Numidia can convert camps; your problem is getting the level of rel_a or rel_b below the threshold to convert.

    No, you have to reduce the Steppe Nomad/Arid Nomad culture of the settlement in order to finish conversion. Numidia's problem is that they don't have any alternative conversion available, and leaving a governor with high Influence will accelerate the change in the wrong direction. An Allied Government (which increases rel_x) might be the easiest way to do it, otherwise leaving the settlement ungoverned.

    so if I dont put anyone in those settlements from the beginning I can upgrade them when they are big enough?
