Hello
Where in db tables can i edit penalites for army that occupy the city and units garrison policy bonus?

I already replied the first part of the question in your other post. Regarding the second: campaign_variables, automated_garrison_cap I think, you can also decrease the repression from the government_effects. On the same thread (campaign_variables) you can also set a cap dor garrisoned armies, although it doesn't do any good past 10-12.
I see where you're getting at, you want less expansive AI and preserve the status quo of the campaign, with a slow AI expansion. I'm also trying this for a month or so. It has been the milking of a dead cow, in short!
Look More Revolutions mod in moddb, but it's very crude and terribly polished.
