    Hi,

    I've conquered Noreia, Gorsissa, Segestika and I also have Alkimoennos.

    Strangely, even though none of these still qualify for a Confederation level Government, I can't seem to be able to build Migrations. Only Protectorate and Allied State.

    I have some questions, then? As the Boioi, where's the span of territories I can build Confederation level Governments?

    Also, where can I build Migrations to start with?

    Is it worth it to just build Allied States until I can absorb them better as Confederations? I mean, in case of the Celticized Central-Eastern European bits I just conquered.

    i believe migrations have a cultural requirement. confederations detract from FL authority so i only ever had 3-4 in my territories, mostly left territories as protectorate because they're more manageable (there's an agricultural boon under protectorates IIRC?), and you can just get your proper troops from your capital with the sukellos building troop benefit

    I know that can be a viable strategy, BUT I'm still trying to know where exactly in "Central" Europe I can build Confederacies because I like to pile up on them.

    You need a minimum 25% European Tribal States to build a Boii Migration government. You can't build them in any region with the celtic and eastcelt hidden_resource combinations, they're Confed territory.

    I seem to recall being able to build one in Singidunon long ago, where it was very useful because the WTS culture % there isn't high enough for a confederation yet. Also, don't the boii_cols require a migration government to be built and function? The East Celts are different from the Gauls in that a few of their confederation locations start out in areas with minority WTS culture. I think those exclusions create extra problems for the Boii for that reason.

    They were changed before 2.35 to not be build-able in celtic+eastcelt provinces.

    Yes, the colonies require a Migration government.

    Ahhh great. I know it then.

    "East Celt" being anything to the East up to Zarmizegethusa, right?

    I would theoretically be able to build Migration governments in Italy or Dacia, right?
