The Roman Lend Lease Program Against the Cimbri?
Does this sound like a viable and worthwhile strategy?
I am Rome. I am at war with the Cimbri.
To take off some of the pressure, could I find whoever else is at war with them and gift them cash? Would this bolster their war efforts (assuming I am already mobilizing as fast as I can)?

I find it a more viable strategy to:
1) Assail the enemy with an army of endless assassins (replacing ones that are lost) to kill off the generals
2) Flank the enemy with high influence diplomats to bribe off the armies (low influence diplomat means higher bribe)
3) Watch as the enemy is blindsided by the loss of all of their armies
4) Quickly capture enemy settlements within one turn (to avoid garrison script)
5) Repeat Steps 1-4 until enemy sues for peace
6) ???
7) profit!!!
