Cao Cao alliances

I noticed that Cao Cao makes aliances with lot of people around him especially Yuan clan. Which makes him unable to expand anywhere after he destroys Yanzhou and Liu clan.

Some times factions make alliances, other times they don’t. On two playthroughs ago, the Cao Clan destroyed Yanzhou, Chen, Nanyang, and Liu Clan, vassalized Qingzhou, and was overrunning the Yuan Clan with the Heishan. Diplomacy was changed in 2.2.004 to make alliances and vassals less likely.
