When the office of the Curator is empty, the Censor whose term is closest to completion will organize the election of a new Curator, and assume day-to-day administration of the Curia.

The Curator's powers

The Curator acts as a local moderator of the Curia and is responsible for ensuring the Curia's day-to-day tasks are accomplished.

The operative word here is "administration." The term demonstrates that the Censor takes on all responsibilities in the interim.
I get why Hitai elected not to act as adminstrator during the Appeal, but not afterward. Anyway, this is why I said during the appeal, the punishment should be suspended. If it had been overturned, then I would have been unjustifiably punished. The argument used was that it was done with SouGamesInc's appeal, but no one thought that it didn't make a lot of sense here. There was no reason why things needed to grind to halt.

However, I strongly feel that the issues raised by this situation will require some modifications to the constitution, in order to provide more orderly transitions and prevent use of anonymous referrals in a petty and vindictive manner. Furthermore, the repeated use of referrals in this fashion, and then using those previous referrals as a basis for a negative judgement should be strongly discouraged.

Lastly, voting numbers should be set at a 2/3 s majority for all curial votes.

You are making a mountain of a molehill. Both Censors voted for further action and both voted for Censure. The Curia was split on the decision. 14-12, so it didn't highlight vindictiveness, but rather an inconsistency of a nebulous concept. It is inappropriate to indict a single person for this issue as you have done. Your argument would have been better served proposing remedy rather than an indictment of a citizen that acted with no fault.

My only concern is the appearance that I had an issue with staff when I consider myself a strong proponent of the site and those that make it a better place.
