    Default Slow Paced Building Recruitment for 2.2

    A big complaint that i have on this mod is that for a 12tpy mod the buildings take very few turns to complete, making in a stage of the campaign, with nothing to do on your cities; so i have made my own change on how the buildings cost and how long they take to complete. It varies from 1 to 36 turns and 1000 to 100000 coins. I have made this for people that like slow paced campaigns; since this mod mod can go all the way to 400 AD you can see how long you would be with nothing to do in the campaign.
