I find both (particularly The Witcher 3) good but highly overrated =)
I imagine you are asking about TW games though. I haven't played since Rome 2 (my gpu, while more than capable, does not support modern Directx versions), so I can't be of much help. Of the modern titles, Shogun 2 is the one I enjoyed the most (despite the lack of faction variation). Though I guess Rome 2 is already in a pretty decent spot.
To be honest, I'd just tell you to just pick whatever setting you like the most. Ultimately in all the games the campaign is lackluster and the battles enjoyable.
Gameplay-wise, if I had to pick one, I'd probably go with Warhammer (most updated title, highest faction variation and, most importantly, new and varied tactical elements, like spells or flying units).
If you want something similar to TW, I'd definitely recommend giving Ultimate General: Civil War a try.

Shogun 2:
+feeling/immersion, FotS one of the best DLC ever
-faction,unit diversity, some aspects are not so historical
Rome 2:
+setting, great to get into..you can easily sink 1500+ hours here, great siege battles, combination of both naval+land battles
-people were expecting more in everything

+great unit/faction diversity,RPG elements, two games and lot of content
-no naval combat, economy is simple, actually there are two games and lot DLCs to buy if you want everything
Medieval 2 is my absolute favourite! It might be my nostalgic heart beating, but it is my most played total war and the total war I play the most to this day. One of the main reasons for that is that units have mass. They make an impact. Line moves, and units have wright and push each other. Oh, and mods.

Mine absolute favorite is not one TW game, instead it is 3-4 TW games like this.
Medieval TW (especially the Viking Invasion)
Rome TW (both the Roman campaign and the Babarian Invasion)
Napoleon TW (especially the Peninsular campaign as British)
Empire TW
