Koinon Helleon troubles

Hi there,

I'm playing the Koinon and trying to progress through their government reforms. I've reached the 'Symopolitea Helleon' level, and received instructions to build these governments and then await for the revolts to die down.

So far it's only letting me build two of these, and no obvious revolts have happened... Is there some triggered event or uprising that happens, and after that I can build more? Or how does this last stage work exactly?

I think once you built two of those "starting league whatever" goverments you should have had this pop up msg:

Then youll have like 20 turns or so ( i cant remember exactly) of public order malus in your cities ( i cant recall if it is only in the greek ones), it is not just like they revolt straight but that they have "only" public order malus. You may need to adress it or in some places they can in fact revolt.

Once those turns pass youd have this pop up msg:

And then the public order malus from the reform will dissapear and youll have avaliable the last greek factional goverment, an awesome one if you ask me.

I have similar problem, I've built the government buildings in korinth and Athens simultaneously and got the pop up for rebellious people. Then after a while and buildings were completed I noticed that entertainment is up again but I didn't get a pop up for end of the rebels and I can't build more of the top gov building. I don't know how many turns have passed since buildings completed or entertainment back up.


Edit: update, some turns passed and I got the pop up and now can built the member government building.

You can only build a max of 2 sympolitea anyhow. That's intended. Post-reform will allow you to build the new kh8 government, which is a very good gov choice--but requires a polis building(level 2?) to construct.
