It happens less with the Campaign in Very Hard and there is also a submod that reduced it, I used it and barely saw that happening (but it still happens sometimes).
EBII 2.35 will use some of the things from that submod, so just wait for the next version

Why does the AI at least on hard campaign level put troops right outside their settlements? Like a single unit outside the walls even though the settlement does not have a full stack in it?

That's how I managed to take Atig and Qart-Hadast in a single turn as Numidia. Feels a bit silly, but made my life a hell of a lot easier.

How did you exploit that? Do you mean that you can first do away with the unit outside the walls and then fight the "reinforcements" from the city without ever having to lay siege?

Atig had a garrison of 3 and I was lucky with the spy I got inside. As for Carthage - army outside of 3 units plus half-stack inside meant the AI thought they could take me on, especially since Numidian units tend towards the lighter side so don't auto-calc that well - if either bit's too small the stack outside will retreat inside and then you've got to siege it down. However, killing all the enemy troops by virtue of a lot of cav to chase routers meant both army and garrison got eliminated (too few guys left) and Carthage thus had a garrison of zero.

Numidia is one of the hardest factions in the game, but it does have the benefit of a single enemy and one good season against them can change so much.

Thanks. I decided against going for Carthage in the early game, but now after subduing Epirus and having nothing but incredibly strong Eleutheroi factions around me I find myself compelled to go to Messina and provoke the war after all. I guess I will have a taste of what you describe soon enough!
