    I think this is simple...

    He's maxxed out all the available/possible building slots - of those settlements that he owns - therefore there's no more growth.

    Do sparta really only have three building slots. Shouldnt he be able to grow until the fourth?

    Only minor cities with ports get 4 slots in Rome 2. Sparta does not have a port so it only has 3.
