Default A Roman city without Industry buildings

Hi, in my Roman Campaign, currently 260 B.C., one of my cities, Luceria, a Large Town in the mid-eastern part of Italy, does not have the industry buildings (i.e. small scale industry...) available in their building browser, and I cannot construct it. Any other cities similar to Luceria ( size, culture, etc) can construct industry buildings, just not Luceria. Is this a bug? Or am I missing something....

Probably it is because of the type of government you have in Luceria. Different types of governments allow more or fewer buildings to be constructed.

IIRC, Industry buildings require certain trade resources on the Campaign map. Unfortunately, I can't find the relevant post at the moment.

Most of my Italian governments are the Socii type. But I think Dargaron might be right, thanks anyways
