Maintaining order in Nabatea - an impossible task?

I'm finding it incredibly difficult to maintain public order in a Nabatea campaign. I build several public order buildings (Sacred enclosure, Governor's palace) and keep the Bread & Games edict activated. Despite this, my public order remains negative and it will always eventually tank my economy. I also think the low political power of my ruler (or family power, whatever it's called) contributes to the low public order, but there's not much I can do about that in the short-term before my economy collapses. Am I doing something wrong? Any tips would be appreciated.

I use Archery games and Yakchals and my happiness is very high. It's a fun part to set up conbination to give you better happiness. Perhpas it was not intended, but still.
