What is causing unrest? Native discontent?

In the Ressource Thread you find a link with the "AE Gameplay Guide" that explains important ingame mechanics. This Guide is helpful and well made.

Make sure you have governors in place, implement Bread And Circuses edicts, and build either races or gladiators. Get as many positive PO modifiers as you can. Pay close attention to what kind of city you are building. Look at the modifiers for the natives. You may want to make more cities independent until you can get a handle on the discontent.

To recruit outside Italy you will again have to look at the city you have. Right click and compare each city tree. One important thing: if you have an independent city in a province, you will not be able to recruit. It does not matter what type of city you have in the other two regions.

Finally, if rebellion is inevitable, be ready for it. Have a stack nearby. Let the rebels have their way for three turns then crush them. At 20 points per turn you can get closer to 0 unrest and build your way into a peaceful province.
