yes 1.0.3d does include the Achaean League. They are in the Hellenic category between Seleucid and Ptolemaic Kingdoms. If they aren't showing up for you, must mean you still have another mod enabled. You only need pack 1 and pack 2, then any submods you want to use. Anything else need to be disabled, including 1.02e patch.

Achaean League isn't as complete or balanced as other faction. Going ahead and making them playable helps us balance them with feed back from more players. They should improve in the next several updates.

I redownloaded the submod and AL is playable now, however some graphics are wrong (no faction leader image, only a sword or a helmet shows)

Ok so that means you didn't download the 4tpy update yesterday, did you update pack 2? The OP has the date updated for each file. You need to most up to date version of each file to have an up to date game.

OmG, Yesterday I'm continue tested without updated 4Tpy submod, continue playing as Roma with saved game, all still fine

I don't have room to upload each version of pack 2 to multiple hosts. I could create a new account to do it, but would take about 9 hours. Have you not been able to download pack 2?
I've struggled to keep up with the pace of updates lately.

Update 1.03f: Jul 31
-New Pontic & Hellenistic building icons
-Rebalanced technology effects for many factions
-Roman tier 5 sanitation can now be built more than one time
-Corrected several wrong localizations
-Pontus, Armenia, Media and Parthia can now build fleets
-Some rebalanced trait effects
-Fix to Roman cavalry being without horses
-Family Member traits could not previously evolve due to a bug; now a family member can get up to 8 different traits based on personality and actions
-Faction heir *should* get Faction leader trait upon death of the previous leader now
-Fix to Roman Socii chains that previously had the wrong cultural happiness effects
-Some building effect improvements to Rome and Eastern factions
