I'm currently on turn 154 as the Roman Empire. For the last 50 or so turns the region Pannonia has been in constant rebellion due to slavery. Everytime and only when I defeat a rebel army does the slavery Public Order factor increase to around -70, which basically generates another rebellion in the next turn. I have no slave production, I haven't taken any slaves, and I'm not importing any slaves. Anyone else have this problem?
