Making AI do naval invasions?

In vanilla how can i make the ai do naval invasion because i want Carthage try to retake its possesion on sicilia and the (self mod) Romans take a foothold on Ipirus (albania)?

Ive heard of something to start with BI.exe but does this also count with the vanilla version?
Is there maybe a mod that contains my wish about naval invasion?

Patch your game to 1.5 and in

C:\Program Files\Activision\Rome-Total War\Data

look for a file called "descr_sm_factions"

there is a line that says "prefer naval invasions" Put that to yes
