Can't annex Achaean rebel-held Ephesus, Seleucids getting +100 PO per turn - did new update break old saves?
After a victorious siege of Ephesus (lost by Egypt to Commagene, then by Commagene to the emergent Achaean faction, presumably
from rebels), I wasn't able to occupy. Or sack, or raze. I had one blank option that just left the settlement the same as it was before - held by Achaea.
I'm also unable to build in the sixth slot of one of my Anatolian cities (the slot is empty and without a plus sign), and the Seleucids are making over 100 PO per turn in all of their cities. It feels like something is very wrong since the last update. Or are these all independent issues that I'm just noticing now by accident?

I have the same problem when trying to annex Salona from Dalmate. I've wiped out every army they have including the garrison, stormed the city, and only option I get after victorious siege is "Do Nothing". The next turn I try to storm it again and the garrison force has returned to almost full strength even though I'd wiped it out completely.
