Default Roman General's Battle Unit "upgrades" to 25 men?

Greetings, really enjoying this mod so far!

I am curious though - after researching down the Roman Tech tree (Either the "Law of Citizenship for Latins and Allies", or maybe "Professional Soldiery"), I upgraded my Roman General's Unit, and it went from a highly capable Cavalry unit of normal size, down to only 25 men?

Is it really intended that as a Roman player, My stacks are effectively 19 instead of 20 units?

The way the Roman army worked at the time is more similar to Napoleon's army than the ancient Greeks in the sense that the army general didn't really actively fight but rather issued orders from the back. As far as I know anyway. So yes, your army is supposed to have only 19 stacks.

The only thing is that it seems not only the general is effected. My principes "upgrade" from 240 to 180 with no stat changes. I wouldn't mind if they got better, but they cost more upkeep for less men per unit and no value added.

I agree, I don't see how that's not an eventual balance issue unless other units followed the same course.
Shogun 2, no thanks I will stick with Kingdoms SS.
