Thanks to Nihahs posting I had a start to getting the economics under some control. Eventually though, I was overwhelmed by debt and trying to balance it through various edicts I thought would help the provinces. I couldn't raise or replenish the legions so defeat through impotence was imminent. Eventually the Empire tax was at maximum and the Empire drowning in red ink. This was my 3rd campaign and I didn't want to have to restart another one so I went to Caesar........"Caesar", I said, "we need a hail Mary or we are doomed." "Suggestion??" says he ( man of few words) "Yes, Caesar. Lets put the Empire tax to normal and raise all the taxes in the Provinces." "Make it so", says Jean Luc Caesar.
Almost immediately the situation changed and the Empire began to rebound. Northern Italy was saved and a newly raised legion was on the way to Caralis and Spain to quell uprisings there. We're on the mend.
