How do I recruit units outside of Italy?

So I've been playing the mods since it came out, and I still don't know how to "unlock" recruitment outside of Italy...

It might just be me,

but I've been unable to find any way of recruiting in fx. Baetica. I tried changing the government building in Corduba, as it said "no recruitment allowed" but that hasn't helped me. I've looked through all of the other buildings there and can't find the problem, or what's missing?

Any help... Please...

I believe you need to go down the "federated" city line in order to recruit units outside Italy. It is called "Civitas Foederata" I believe.

The Roman ability to recruit is indeed quite complicated.

It is very detailed and interesting, it depend on the most prominent local culture of the province you are looking at but unfortunately there is no current detailed guide so it is kinda overwhelming for the new player.

After playing as the Romans for a while I have found the following patterns:

1. In Italy you will be able to recruit your typical Roman core units such as Equite, Velite/Leve, Hastati, Principe, and Triarii and their Latin/Sammite equivalents.

2. In Sardinia, where Italian/Latin is the most popular culture, You'll be able to recruit the basic Latinii sword infantry, Latini Javalin Leve and Latini Equite unless you intentionally convert the city that cannot recruit units such as socius or libra.

3. In other provinces such as Carthago Nova (Edtani main culre) and Corduba (Turdtani) and any future provinces you conquer that dosen't have Italy/Latin culture, you will have to go down the "Civitas Foederata" line in order to let those provinces recruit local troops to fight for you. It usually is Tier 4 for Provincial Capitals (which unlocks all local troops), or Tier 3 for Provincial Towns (unlock basic local troops) and tier 4 for provincial towns (unlock the elite local troops).

4. I also believe once your culture become the dominant one in those provinces you will also be able to recruit the Latini troops but I've not yet reached that stage of the game.

I also have no idea how this AOR will work once we get Auxiliary and Marian Reforms researched. Not yet reached that stage!
