Unable to recruit Naval and elephant units?

Playing as the Seleucid Kingdom and enjoying the play through but noticed
I cannot recruit any naval units anywhere and any Elephant units which is
very weird. Anyone has this bug or if it is a bug???

Just wanted to add that playing as Pergamon, I can raise a Fleet using a statesman, but cannot build any Naval Units.

I've noticed that all the 'Fleets' in my games are actually General's crossing to attack and not actually Navy units.
