Default Why do citizens stop paying taxes?

I've tried like 15 nabatea campaign and never managed to pass turn 10.
    I've tried almost everything.
Building farms, granaries, wells to stop the famine.
These buildings were too expensive in winter -> bankrupt. People stop paying taxes -> ESC -> go to main menu -> start new campaign. Because if you're bankrupt and no one is paying taxes the game is over.
I added artisans shops and quarries. for an unknown reason my budget goes suddenly from +1500 to -6000 and ... bankrupt. People stop paying taxes.

I tried to raid my neighbors, disband my army, invade my neighbor. I always finish bankrupt, probably because of the insane discontent of my citizens (famine, local residents unhappy because of cultural differences, events, lowest imperium level..).
So they stop paying taxes. I even tried for a few turns to destroy my buildings when they were not profitable and rebuild them after. Not a solution.
    Nabatea is doomed.
How do we play this faction?

lol, i'm experiencing the exact same problem - tried about 10 campaigns now with nabatea

In my latest save I managed to get control of the arabian peninsula. My northern states were doing well (100 Public order) but middle and southern failing. I was literally playing for hours just trying to control my own territory. I've literally played one battle in 5 hours, just to take Jerusalem. I took the rest by a diplomacy deal to join empires. My borders are both neutral. Seleucids are happy with me and a 8k trade deal. Egyptians not really doing anything.

Maybe the problem is that every zone is practically infertile. I'm able to generate enough food, but all of those buildings have + money per fertility level.

So yeah, not the best of fun tbh. Maybe i'm just bad i dunno.. but it seems abit over tuned.

If anyone figures this civ out, lemme know!

We're taking a look at Nabataea soon. There are some glaring balance problems there. Maybe try another faction for now.

Also -80 public order cuts off all tax to the province as the people are rebelling.
Vespasian's own: Up the Augusta! For Cato!

    AE: Battle Balancing and BAI.
