    I’m very against those financial rules, they arent standard nor reasonable to apply on a hot seat with so many generals

    there has really only been standard in westeros hotseats with some sort of RP rules, which this doesn't have.
    Financial rules can have benefits for some factions and be a brick wall for some, it usually only matters if someone is losing a lot of settlements but not any units or if they are over recruiting.
    I'd like it if we didn't use them, but I'm all for it if the majority wants it

    I've always liked the financial restrictions due to the lack of siege eq/spies, so I'm fine with removing them since we have other ways to break turtles.

    does this include forts?
    it might be intended as forts included but it only says settlements
