    Hello, I got an issue while I was playing Hayastan campaign.

    I completed Pan-caucasian kingdom event and Eastern Imperial event also, but I could build Kayserakan Nstavayry at very turn 'Establish an Empire' message popped up. It literally vanished out of available construction slot at following turn and never reappeared, so I could build it only in Trapezous and other 3 cities.

    As you can see in my screenshots, my king's authority is over 8, and has over 21 settlements, so as 2.3 user guide says I should be able to upgrade Marz(Satrapy) government to Kayserakan Nstavayry.

    I hope to find out solution for this bug, though I'm really enjoying this campaign and your works :)

    It's not a bug, you should only be able to build up to three of them.

    In fact, you should only be able to build one - it's a "second capital".

    Unfortunately, because it's managed by script, you can't interrupt construction, or destroy and rebuild somewhere else. That's a bug in the coding of any building that has scripts governing when it can and can't be built.

    The code has been rewritted for 2.3a, version in 2.3 is overly complicated.
