Rome is usually considered one of the easier factions. I think it has the highest role-playing value as well, as generals have political careers and must hold high office to legally command armies.
To counteract the easy difficulty a little, I roleplay and play H/H. Other factions will be distrustful of you, but Rome eventually conquered the whole Mediterranean so it doesn't bother me if they don't like me in the beginning. If you check the gameplay guides Quintus has a "guide to Roman conduct" that will give you some good role play ideas and 'house rules'.
I was introduced to EB2 by way of a let's play, and the gentleman in question was playing as Koinon Hellenon. I thought it looked really cool and so I jumped into EB2 without having played any previous TW games. Moreover, I skipped over Rome and Carthage, largely playing the Greek factions instead. They're more difficult, but some of them have very cool quests and feel really good in my opinion.
Playing on an easier difficulty may make one of the harder factions much more feasible. In fact, I haven't strictly attempted the Sakan campaign more than a handful of times, but the only successful one I had was on the easy difficulty. The downside is that once your empire is much more consolidated, the game turns a bit dull.
Ultimately I suggest you play as a faction that you like, since the long campaigns will die off if you aren't motivated and interested in the faction you play. If necessary, play around with a faction you like on an easier difficulty and get a feel for what that faction's priorities and motivations should be, or perhaps check out one of the early game guides. Eventually you ought to have a good enough feel that you can maybe scrape through on a more competitive difficulty. While each faction has a difficulty rating, actual difficulty tends to normalize as you play further into the campaign (especially if you achieve your reforms). I'm fairly sure that's why many of the players here like to play on the harder difficulties.
