how exactly i can get parthian reform to become a settled empire?

hello guys .excuse me because my English language is not so good.
anyway,my question is how exactly i can get parthian reform to become a settled empire?
and i know i must own Asaak, Hekatompylos, Ekbatana and Rhagae, and build the rank 4 farms in all of them.
but how ?
for rank 4 farm all the settlements must be city?
how i can get large town to city and how much population this wanted?

The reform is broken in 2.3, we changed Asaak to a pastoral settlement, but forgot to update the script.

It will happen automatically on turn 281.
