You will never be able to balance out the Dwarves without changing their unit statistics manually. If im not mistaken, a Dwarven halfstack is equivalent to two stacks of Men and 1 1/2 stack of Orcish Infantry. I'd say the Dwarves would consistently beat Dale, 9/10, if both players are equally skilled, just because of the massive AR advantage. The best way to so solve the Dwarf - Dale problem is just to keep them united thus negating any conflict.
I nerfed 2 dwarven middle tier unit's attack and defense stat by 1 in this first version to see how much does it improve others odds againts them. If that isn't enough then with Joe we will tweek them further.

Isn't it their armor stats that makes them over-powered?

I am proposing a rule change:
"Players are not allowed to siege a settlement in order to prevent enemy units from retreating inside it."
People have been doing this and I don't like it; it seems like an exploit to me. If anyone has objections to this, please let me know. Otherwise the rule goes into effect for turn 4.
I know I'm not participating in this hotseat, but I remember this being a rule for all my hotseats. You could potentially siege a well guarded city with 1 unit, just to prevent a retreat, which is kinda unfair. Blocking units using terrain, though, is a completely different thing, i.e. river crossings, choke points, etc.
