Default Is it possible to specify a bonus against peasants in the mount_effect?

Pretty much what it says. Can I make my Spartans better peasant stompers (that's what they train on, after all), and if so, what's the correct syntax for doing so?

I may well be wrong, but I think that the mount_effect only works on what is specified in the descr_mount file, so I don't think this'll work (but as I said, I might be wrong).

Just so I know exactly what you mean, what does that restrict me to?

Camels, elephants, horses, or any other mount in whatever mod it is.
I think you can either specify a class

    Camel
    Horse
    Elephant

or a particular model of a mount.

Don't just take my word for it, though - I can't claim to be an expert.

I think Jubal_barca is right - the classes that come to mind are horse, camel, chariot, and elephant. I don't think there are any others.

However, you could also try giving Spartans the 'frighten_foot' attribute (they may even already have it in vanilla), in which case low morale troops such as peasants will be at a disadvantage against them in battle and will route very easily.
