I may well be wrong, but I think that the mount_effect only works on what is specified in the descr_mount file, so I don't think this'll work (but as I said, I might be wrong).

I think you can either specify a class
Camel
Horse
Elephant
or a particular model of a mount.

I think Jubal_barca is right - the classes that come to mind are horse, camel, chariot, and elephant. I don't think there are any others.
However, you could also try giving Spartans the 'frighten_foot' attribute (they may even already have it in vanilla), in which case low morale troops such as peasants will be at a disadvantage against them in battle and will route very easily.
