Okay so there was a Rule break from Paldinbob which was probably not by purpose he didn’t have the sett amount of units in 2 forts so i will give a small fine of 3K for Skyrim rebellion and a warning for Paladin. As soon as I will be able to do the fine the Hs can continue.
Also the forts have to be garrisoned properly this turn.

It appears that the Imperial general Otho Numida had lost his stomach to fight, and was leaving the fortress of Ni mohk. This mistake resulted in the destruction of his army, and the orcs fought like the most furious berserkers, leaving nothing for the Bretons except whimpering leftovers, some of them crying while holding their entrails in their hands.

The Daggerfall Covenant has reached the outskirts of Solitude. The High Kingdom of Skyrim has agreed to friendly terms with the alliance, but further demands have been made. The Covenant, under the wise rule of its High King, has requested a few tokens of this newfound friendship in the form of settlements. The Bretons have demanded that the Nords will hand over the settlements of Sunguard and Markarth to the Covenant. The regions around these settlements are still ripe with the Reachmen and their savagery, and in order for the wounds of many years of war to fully heal, these regions must be cleansed.

The Orsimer will lay no claim to these regions, for they have their sights on the hold of Falkreath. For many centuries the Orcs have dreamed to restore the old Kingdom of Yashnag gro-Yazgu, who met his end by the hands of the Nords, resulting in the burning of his Kingdom. To appease the Nords, The Covenant knows the history of Yashnag's harsh leadership of Falkreath, and will remind the Orcs to abstain from causing another bloodfeud by pillaging the Nord lands around them.

The people of Skyrim will surely accept these generous terms for the Covenant's protection against their enemies.

But even with such accomplishments one can only do so much. The Convenant has convincingly requested that we join their allegiance. Due to circumstances and strong persuasion, I am forced to accept. We hope that these drastic changes we only help to reunite the Kingdom of Skyrim and protect her from the weathering storms that brew over the mountains across Tamriel.

Queen Mabjarn looked at the deals that those fools in western skyrim where making with the covenant, all in aid of attacking eastern skyrim and spoke to her lords in the halls in windheim, letting in other dignatires to spread the word .
