Another note is that the 24h + extension goes for Wayrest and Pelletine, or else me and Dragon could take 10 days from Hlaalu or Sharnhelm to do it, which isn't exactly great

You said Black Marsh is now at war with Daggerfall Covenant when in fact acording to rules they were already at war for some time, that is from the moment they made Ebonhart pact.
